Mamedov Elmar Rasul oglu, born November 5, 1988, resident of Tolyatti, has secondary education, is married, and has two young children.

On March 2, 2021, the Central District Military Court sentenced him to 12 years in a strict regime penal colony under Part 2 of Article 205.5 of the Russian Criminal Code ("Participation in the activities of an organisation that is recognised as terrorist in accordance with the legislation of the Russian Federation") and Part 2 of Article 205.2 of the Russian Criminal Code ("Public justification of terrorism using information and telecommunications networks, including the Internet"). On June 16, 2021, this sentence was overturned on appeal.

On February 13, 2024, he was re-sentenced to 12 years in a strict regime penal colony.
