Zyalilov Ilnar Ilyasovich, born September 27, 1980 in Kazan, lived there. Married, has two children, is not officially employed, and has a secondary specialised education.
Since 2007, he has been subject to criminal and administrative liability in connection with his involvement in the banned Hizb ut-Tahrir. In 2009, he was sentenced to 5 years' imprisonment in a case in which Article 278 of the Russian Criminal Code (Violent seizure of power) was applied for the first time against alleged members of Hizb ut-Tahrir. In 2015, he was sentenced to 2 years' probation under Part 1 of Article 282 of the Russian Criminal Code ("Incitement of hatred or enmity) for disseminating the ideas of Hizb ut-Tahrir on the Internet. In 2014, he was fined 2,000 rubles under Part 1 of Article 20.3 of the Code of Administrative Offences (Demonstration of symbols of a banned organisation") for placing flags and stickers with the shahada (the symbol of the Islamic faith in Arabic) on his car. Sentenced under Part 1 of Article 205.5 ("Organising activities of a terrorist organisation"), Part 1 of Article 205.1 (Assistance to terrorist activity), Part 2 of Article 205.2 (Public calls for terrorist activity, public justification of terrorism or propaganda of terrorism using the Internet") of the Russian Criminal Code to 22 years in a special regime penal colony.
In custody since 14 March 2017.
