A few days later, the 77-year-old scientist was sentenced to 14 years in a high-security prison on charges of state treason.<\/p>\n\n\n\n<p>Over the more than three years of the war, the number of criminal cases against scientists in Russia has increased, notes\u00a0<em>T-invariant<\/em>, a publication that writes about the life of the Russian scientific community. According to its\u00a0<a href=\"https:\/\/t-invariant.org\/2025\/03\/hroniki-presledovaniya-uchenyh-19\/\" target=\"_blank\" rel=\"noreferrer noopener\">data<\/a>, from 2022 to the end of March 2025, 89 people faced persecution: 64 scientists, 18 students and postgraduate students, and seven teachers. Criminal cases were opened against 41 of them, administrative charges were brought against 29, and 19 were dismissed.<a href=\"https:\/\/storage.googleapis.com\/istories\/en\/donations\/index.html\"><\/a><\/p>\n\n\n\n<p>Administrative pressure on scientists is increasing, a researcher of repressions against scientists, who requested anonymity, explains to IStories. In addition to fines and dismissals, the authorities can declare a scientist a \u201cforeign agent,\u201d which means a ban on teaching in Russia and exclusion from the public sphere.<\/p>\n\n\n\n<p>As for criminal cases, two large groups can be distinguished here: cases of state treason and \u201ceconomic\u201d cases. The latter began to appear en masse after the start of the war.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How treason is prosecuted<\/h2>\n\n\n\n<p>Persecution of scientists for treason has long been selective. Everything changed when the FSB began to open cases against hypersonic specialists who participated in the&nbsp;<em>Transhyberian<\/em>&nbsp;project in 2011\u20132013, a joint project with the Belgian&nbsp;<em>von Karman Institute for Fluid Dynamics<\/em>. More than a dozen people have already become defendants in the \u201chypersonic case.\u201d<\/p>\n\n\n\n<p>The full-scale war in Ukraine has not affected the persecution of scientists for treason, the human rights project&nbsp;<em>Department One<\/em>&nbsp;told IStories. At the same time, the overall increase in the number of such cases over the past three years is&nbsp;<a href=\"https:\/\/dept.one\/story\/izmena-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">significant<\/a>: from 1997 to December 15, 2024, at least a thousand such cases were opened, 792 of them after the start of the war.<\/p>\n\n\n\n<p>This is how cases of state treason against scientists emerge.<\/p>\n\n\n\n<p>Many research institutes have curators assigned from the security services, and this practice has expanded significantly in recent years,&nbsp;<a href=\"https:\/\/t-invariant.org\/2025\/04\/andrej-soldatov-rossijskie-spetssluzhby-zapugivayut-do-sostoyaniya-samotsenzury-i-samodonositelstva\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;journalist and author of books on the security services Andrei Soldatov (his father, doctor of physical and mathematical sciences Alexei Soldatov, was sentenced last year to two years in prison on charges of abuse of power). Their task is to look for spies and \u201ccollect compromising material in case the leadership needs to do something with this enterprise.\u201d When a curator is asked for compromising information, for example, on the head of a research institute, he \u201cwill come running with a folder, and the head will start having problems.\u201d<\/p>\n\n\n\n<p>Then a large investigative team arrives at the research institute and starts \u201ctargeting\u201d the scientists,&nbsp;<a href=\"https:\/\/theins.ru\/obshestvo\/263208\" target=\"_blank\" rel=\"noreferrer noopener\">says<\/a>&nbsp;Dmitry Zair-Bek from&nbsp;<em>Department One<\/em>.<\/p>\n\n\n\n<p>Scientists are often charged with collaborating with China because it is more convenient for FSB officers: in recent years, Russian scientists have collaborated little with Western countries, while nothing much has changed with China. For example, one of the defendants in the \u201chypersonic case,\u201d the director of the&nbsp;<em>Institute of Theoretical and Applied Mechanics<\/em>&nbsp;(ITAM) of the Siberian Branch of the&nbsp;<em>Russian Academy of Sciences<\/em>,&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Alexandr_Shiplyuk\" target=\"_blank\" rel=\"noreferrer noopener\">Alexander Shiplyuk<\/a>, received 15 years for transferring secret data to China. However,&nbsp;<a href=\"https:\/\/t-invariant.org\/2024\/09\/giperzvukovoj-uzhas-prodolzhaetsya-o-chyom-govorit-pyatnadtsatiletnij-prigovor-fiziku-aleksandru-shiplyuku\/\" target=\"_blank\" rel=\"noreferrer noopener\">most likely<\/a>, the real reason for his persecution was his participation in the&nbsp;<em>Transhyberian<\/em>&nbsp;project.<\/p>\n\n\n\n<p>When the third ITAM employee was arrested in the \u201chypersonic case,\u201d their colleagues in an&nbsp;<a href=\"https:\/\/t.me\/t_invariant\/240\" target=\"_blank\" rel=\"noreferrer noopener\">open letter<\/a>&nbsp;wrote that the scientists suffered for presentations at international seminars and conferences, participation in international projects, and publications in journals. In these cases, the scientists could have been helped by a conclusion about the absence of state secrets in their materials. This document is issued by the first department of the research institute before any trip to a conference. \u201cAll hypersonic specialists coordinated their external contacts with expert commissions on external access. They acted strictly according to regulations. But FSB investigators ignore the rules established in scientific organizations,\u201d says the editor-in-chief of&nbsp;<em>T-invariant<\/em>&nbsp;Olga Orlova.<\/p>\n\n\n\n<p>This is how the FSB solves the problem. Investigators pressure those who issued the expert opinion, forcing them to confess that they did so without studying the materials or having succumbed to persuasion. \u201cThey grasp at the versions offered by the investigator and crawl away, hoping they won\u2019t be touched,\u201d&nbsp;<a href=\"https:\/\/theins.ru\/obshestvo\/263208\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;the son of&nbsp;<a href=\"https:\/\/ru.wikipedia.org\/wiki\/%D0%9A%D1%83%D0%B4%D1%80%D1%8F%D0%B2%D1%86%D0%B5%D0%B2,_%D0%92%D0%B8%D0%BA%D1%82%D0%BE%D1%80_%D0%92%D0%B8%D0%BA%D1%82%D0%BE%D1%80%D0%BE%D0%B2%D0%B8%D1%87\" target=\"_blank\" rel=\"noreferrer noopener\">Viktor Kudryavtsev<\/a>, the first defendant in the \u201chypersonic case.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/storage.googleapis.com\/static.istories.media\/uploaded\/images\/770ddd20fc2a423f8c8a83e9aa764b76-1200xautopx_1x.png\" alt=\"Viktor Kudryavtsev\"\/><figcaption class=\"wp-element-caption\">Viktor KudryavtsevPhoto: Radio Free Europe\/Radio Liberty<\/figcaption><\/figure>\n\n\n\n<p>After that, the materials are sent for a new examination; the FSB chooses the experts for it themselves and always gets the desired result. As a rule, military engineers act as experts; they can classify even information from textbooks as secret. \u201cHypothetically, the multiplication table was used in creating a presentation, and also in creating the Burevestnik missile. Accordingly, the same technologies were used,\u201d&nbsp;<a href=\"https:\/\/www.bbc.com\/russian\/articles\/c72gzl380k7o\" target=\"_blank\" rel=\"noreferrer noopener\">explains<\/a>&nbsp;Evgeny Smirnov from&nbsp;<em>Department One<\/em>.<\/p>\n\n\n\n<p>When enough material is gathered on the \u201ctargeted\u201d scientist, the most important stage for the special services begins \u2014 \u201crealization.\u201d On this day, searches are conducted in several locations (home, work, etc.), the defendant is detained, taken for interrogation, and then to court, where a pre-trial restraint measure is chosen. \u201cIf this doesn\u2019t work out, the taste of victory isn\u2019t the same. It is imperative to detain and arrest,\u201d&nbsp;<a href=\"https:\/\/theins.ru\/obshestvo\/263208\" target=\"_blank\" rel=\"noreferrer noopener\">says<\/a>&nbsp;Ivan Pavlov, founder of&nbsp;<em>Department One<\/em>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Most of those persecuted for treason are ready to write to Putin: \u201cComrade Putin, a terrible mistake has occurred\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Olga Orlova<\/p>\n\n\n\n<p>editor-in-chief of T-invariant<\/p>\n\n\n\n<p>It is impossible to prove one\u2019s innocence to the investigator. Here is what physicist Vladimir Lapygin, sentenced in 2016 in the \u201chypersonic case\u201d to seven years and released on parole in 2020,&nbsp;<a href=\"https:\/\/www.bbc.com\/russian\/articles\/c72gzl380k7o\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>: \u201cThere were models tested in wind tunnels, resembling in shape either missile warheads or the shapes of missile fairings. The shapes themselves are not secret. The investigator says to me: \u2018Well, this is the warhead of a missile!\u2019 I took a pencil and explained: \u2018Here\u2019s a pencil \u2014 it\u2019s not a secret, not classified, and not a weapon. But if I stick it in your eye, it will be a weapon. But I\u2019m not sticking it in. Therefore, the pencil does not fall under secrecy.\u2019 The fact that the missile\u2019s fairing is elliptical in shape does not make the ellipse itself a secret shape.\u201d<\/p>\n\n\n\n<p>Scientists are also being pressured to cooperate with the investigation, in particular, to testify against their colleagues. However, they rarely agree to cooperate. Firstly, scientists are confident in their innocence, and secondly, they are most often loyal to the authorities, explains Olga Orlova: \u201cMost of them are ready to write to Putin: \u2018Comrade Putin, a terrible mistake has occurred.\u2019\u201d There are opponents of the government among scientists, but they are tried not for treason, but under other articles. It is possible to understand whether a person has made a deal with the investigation by the sentence they receive. The minimum sentence for treason is 12 years; in the case of a&nbsp;<a href=\"https:\/\/www.kommersant.ru\/doc\/6651595\" target=\"_blank\" rel=\"noreferrer noopener\">deal<\/a>&nbsp;the accused can receive less than the lower limit \u2014 5\u20137 years.<\/p>\n\n\n\n<p>Treason cases are heard behind closed doors, so their details are usually unknown.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How they persecute through \u201ceconomic\u201d cases<\/h2>\n\n\n\n<p>Identifying patterns in \u201ceconomic\u201d cases is not so easy: scientists are tried under different articles,&nbsp;<em>T-invariant<\/em>&nbsp;notes. For example, supercomputer developer Vsevolod Opanasenko received five years for fraud and has already been&nbsp;<a href=\"https:\/\/tass.ru\/proisshestviya\/22786335\" target=\"_blank\" rel=\"noreferrer noopener\">released<\/a>&nbsp;on parole, Alexei Soldatov&nbsp;<a href=\"https:\/\/www.kommersant.ru\/doc\/6850109\" target=\"_blank\" rel=\"noreferrer noopener\">received<\/a>&nbsp;two years for abuse of power, recently cases were brought against four rectors&nbsp;<a href=\"https:\/\/iz.ru\/1853018\/sergei-guranov\/azykovoi-barer-protiv-rektorov-vuzov-vozbuzdaut-dela-iz-za-priema-inostrancev\" target=\"_blank\" rel=\"noreferrer noopener\">related<\/a>&nbsp;to the enrollment of foreigners in universities, involving articles on abuse of office, forgery of official documents, and organizing illegal migration.<\/p>\n\n\n\n<p>\u201cWith \u2018economic\u2019 cases, everything is very complicated, because it is unclear where this is persecution and where the rector really took too much,\u201d says an anonymous researcher of the persecution of scientists.<\/p>\n\n\n\n<p>There are cases when fraud cases are initiated based on denunciations from colleagues of scientists. The most famous of these is the case of physicist Oleg Kabov, who&nbsp;<a href=\"https:\/\/www.interfax-russia.ru\/siberia\/main\/novosibirskiy-fizik-kabov-prigovoren-k-uslovnomu-sroku-po-delu-o-moshennichestve\" target=\"_blank\" rel=\"noreferrer noopener\">received<\/a>&nbsp;a five-year suspended sentence for fraud (the prosecution&nbsp;<a href=\"https:\/\/www.interfax.ru\/russia\/1013442\" target=\"_blank\" rel=\"noreferrer noopener\">appealed<\/a>&nbsp;the verdict). A former employee of his laboratory filed a denunciation against Kabov, and the case was pursued by an FSB officer who had also previously worked for Kabov and had a conflict with him. The case itself is full of absurdity, it is described in detail&nbsp;<a href=\"https:\/\/t-invariant.org\/2025\/02\/soavtory-kto-i-kak-sfalsifitsiroval-delo-fizika-olega-kabova\/\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n\n\n<p>\u201cWe know for sure that some \u2018economic\u2019 cases are instigated by the scientists themselves, for example, the Kabov case. It is impossible to say for sure about others, but it cannot be ruled out either. The repressive machine has been launched, and people have started using it,\u201d the expert believes.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/storage.googleapis.com\/static.istories.media\/uploaded\/images\/aced7013f97a40cd987fc61c00873c02-1200xautopx_1x.png\" alt=\"Oleg Kabov\"\/><figcaption class=\"wp-element-caption\">Oleg KabovPhoto: press service of the courts of general jurisdiction of the Novosibirsk Oblast<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Are opposition scientists being persecuted?<\/h2>\n\n\n\n<p>Yes, the most widespread&nbsp;<a href=\"https:\/\/t-invariant.org\/2024\/02\/spetsialnaya-akademicheskaya-operatsiya-br-kak-fsb-dva-goda-podryad-presleduet-uchenyh-podpisavshih-pismo-protiv-vojny-s-ukrainoj\/\" target=\"_blank\" rel=\"noreferrer noopener\">case<\/a>&nbsp;concerns scientists who signed the&nbsp;<a href=\"https:\/\/t-invariant.org\/2022\/02\/we-are-against-war\/\" target=\"_blank\" rel=\"noreferrer noopener\">anti-war letter<\/a>. FSB officers conducted interviews with its authors, criminal cases were initiated against them, administrative protocols were drawn up, they faced funding problems, some were forced to leave Russia, some lost their jobs.<\/p>\n\n\n\n<p>There are other \u201copposition\u201d cases. The most famous is the&nbsp;<a href=\"https:\/\/t-invariant.org\/2025\/03\/neuchi-uchyonogo-kak-spetsialist-po-superkompyuteram-sergej-abramov-zashhishhaetsya-ot-obvinenij-fsb-v-finansirovanii-ekstremizma\/\" target=\"_blank\" rel=\"noreferrer noopener\">persecution<\/a>&nbsp;of Sergei Abramov, a corresponding member of the&nbsp;<em>Russian Academy of Sciences<\/em>&nbsp;and a leading specialist in supercomputers. He is accused of financing extremism; the investigation believes that the scientist transferred seven thousand rubles to FBK [<em>Anti-Corruption Foundation<\/em>]. However, the transactions do not indicate that Abramov sent the money specifically to FBK; it could have been any NGO. The case is also notable for the fact that the scientist was sent for a two-week examination to the&nbsp;<em>Yaroslavl Psychiatric Hospital<\/em>.<\/p>\n\n\n\n<p>Like many defendants in treason cases, Abramov says that he is not an opponent of the government: \u201cThere is a narrative in my case: \u2018He was dissatisfied with the current government and state policy.\u2019 Guys, I was shaping it!\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why are the authorities persecuting scientists?<\/h2>\n\n\n\n<p>At the grassroots level, the persecution is easy to explain: for security officials, it is an easy way to solve a case, distinguish themselves, and climb the career ladder. This is especially true of treason cases against scientists involved in hypersonics: investigators report on each such case to Vladimir Putin,&nbsp;<a href=\"https:\/\/www.bbc.com\/russian\/articles\/c72gzl380k7o\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;Evgeny Smirnov from&nbsp;<em>Department One<\/em>. Putin&nbsp;<a href=\"https:\/\/ria.ru\/20050927\/41520729.html?ysclid=ls209bc5yy227826354\" target=\"_blank\" rel=\"noreferrer noopener\">began<\/a>&nbsp;talking about weapons that would operate at hypersonic speeds back in 2005, and in 2018, in his famous&nbsp;<a href=\"http:\/\/kremlin.ru\/events\/president\/news\/56957\" target=\"_blank\" rel=\"noreferrer noopener\">address<\/a>&nbsp;to the Federal Assembly, he already threatened the West with these weapons.<\/p>\n\n\n\n<p>\u201cIt\u2019s like they struck gold. It seems they started with people already under arrest and then looked at who they were working with,\u201d says an anonymous expert about the \u201chypersonic case.\u201d<\/p>\n\n\n\n<p>In a broad sense, the task of the special services is to intimidate and divide scientists. And they are succeeding.<\/p>\n\n\n\n<p>Sowing fear is achieved, first of all, by the unpredictability of repression, explains Olga Orlova from&nbsp;<em>T-invariant<\/em>: \u201cThe main effect, which has an absolutely paralyzing effect on everyone, is the non-systemic nature of the persecution. There is no concept. Because as soon as a concept appears, the scientist can adjust their behavior depending on the government\u2019s attitude, the FSB\u2019s requirements. But the point is precisely that scientists do not understand this.\u201d<\/p>\n\n\n\n<p>This tactic allows the security services to control scientists with minimal resources, Orlova continues: \u201cTheir method is exceptionally effective because it allows them to keep the entire scientific community in fear with little effort. Therefore, there are practically no public objections to this new practice \u2014 everyone understands that they could be the next accused.\u201d<\/p>\n\n\n\n<p>Another innovation of the modern FSB is that the cases of scientists receive very little publicity. Of the federal media,&nbsp;<em>Kommersant<\/em>&nbsp;and&nbsp;<em>RBC<\/em>&nbsp;might write about it, but there is complete silence on television. For example, on&nbsp;<em>Channel One<\/em>\u2019s website, there are two articles about Viktor Kudryavtsev\u2019s case from 2018, but there are no articles at all about the recent cases of Oleg Kabov and Sergei Abramov. &#8220;And if, for example, the FSB officers in Ivanovo arrest someone, it\u2019s not reported anywhere. People think that this only happened to them, that it\u2019s a terrible accident or the person was just unlucky. The scale of the repression is deliberately hidden, nothing is commented on, there are no show trials.&#8221;<\/p>\n\n\n\n<p>However, the secrecy of the persecution does not negate its cruelty. Scientists are not only given long sentences, but also no allowances are made for their advanced age and poor health. The most egregious case is that of physicist Dmitry Kolker. Despite having stage four cancer, he was taken from the hospital and sent to a pre-trial detention center, where he died three days later. Kudryavtsev died before the verdict, and the president of the&nbsp;<em>Arctic Academy of Sciences<\/em>, Valery Mitko, died under house arrest.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/storage.googleapis.com\/static.istories.media\/uploaded\/images\/4a73929f8d0c4c8ea8192996dc1ca3e0-1200xautopx_1x.png\" alt=\"Valery Mitko\"\/><figcaption class=\"wp-element-caption\">Valery MitkoPhoto: Arctic Academy of Sciences<\/figcaption><\/figure>\n\n\n\n<p>There is little hope that the leadership of Russian science will defend their colleagues. The Ministry of Science and Higher Education is now&nbsp;<a href=\"https:\/\/t-invariant.org\/2025\/02\/niokrotimye-bojtsy-u-fsb-poyavyatsya-svoi-gosuslugi-dlya-kontrolya-za-uchyonymi-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">pushing<\/a>&nbsp;for a law requiring international projects to be coordinated with the FSB. \u201cIt\u2019s an attempt to make dealings with the FSB at least somewhat predictable. No other agency does this \u2014 nowhere else do people go begging to security services saying, \u2018Let\u2019s run everything by you.\u2019\u201d<\/p>\n\n\n\n<p>The persecuted scientists almost always work in academic science and are not connected with military development or production.
