Afanasiev Yevgeny Vasilievich was born on 24 July 1952 in the town of Dno, Pskov Oblast. He was a professor at the D.F. Ustinov Baltic State Technical University.

On 20 June 2012, he was sentenced by the St. Petersburg City Court to 12 years and 6 months in a strict regime penal colony on charges of committing a crime under Article 275 of the Russian Criminal Code (‘High Treason’) for allegedly passing information about the Bulava missile system to China.

On 14 April 2015, it became known that Yevgeny Afanasyev died in custody.
