Vsevolod Kulikov, a student from Lipetsk, was arrested on February 1, 2023. He was accused of plotting a terrorist attack—setting a section of the runway of a military airfield in Lipetsk on fire using gasoline-filled bottles on behalf of the Freedom of Russia Legion. Kulikov was also charged with aiding terrorist activity for sharing information about the Legion with another person. Furthermore, all of these actions formed the basis for a charge of preparing for treason by providing other assistance to a foreign state in activities directed against the security of the Russian Federation. Kulikov was initially sentenced to nine years of imprisonment; his sentence was reduced by two months on appeal. Kulikov reported that he was tortured to coerce a confession.
