Lutor Vyacheslav Aleksandrovich, born on April 17, 1990. He graduated from the Krasnoyarsk branch of the Moscow State University of Economics, Statistics and Informatics (MESI). He is a resident of St. Petersburg and worked at PJSC Bank Saint Petersburg as a specialist in the outgoing communications department.

On February 28, 2024, he was sentenced under Part 1 of Article 30, Part 2 of Article 205.5 ("Preparation for participation in the activities of a terrorist organisation"), Part 1 of Article 30, Article 275 ("Preparation to commit treason") and Article 275.1 ("Cooperation on a confidential basis with a representative of a foreign state") of the Criminal Code of the Russian Federation to 10 years in a strict regime penal colony with the first 2 years to be served in prison with restriction of freedom for 1 year and 6 months.

Deprived of liberty since July 8, 2023.
