Lypkan Maksim Kirillovich, born on February 10, 2005, is a Moscow-based civil and anti-war activist. He completed his schooling in 2022 and was preparing to enter the Faculty of Law. Lypkan gained attention for his outspoken opposition to Russia's actions in Ukraine.

He was accused of committing a crime under paragraph "d" of Part 2 of Article 207.3 of the Criminal Code of the Russian Federation ("Public dissemination, under the guise of reliable messages, of knowingly false information containing data on the use of the Armed Forces of the Russian Federation in order to protect the interests of the Russian Federation and its citizens, maintain international peace and security on the grounds of political, ideological, racial, national or religious hatred or enmity, or on the grounds of hatred or enmity towards any social group"). On February 19, 2024, the Odintsovo City Court of the Moscow Region ruled to release Lypkan from criminal liability and ordered compulsory treatment in a specialized psychiatric hospital.

He was in custody from February 21, 2023 until October 30, 2023, when the court ordered his transfer to a psychiatric hospital.
