Sergey Maksimov, a minor resident of Kaluga, was found guilty of committing terrorist acts for participating in the arson of a cell phone tower as part of a group of individuals acting in a prior conspiracy. According to the prosecution, his acquaintance, Radislav Kudenkov, acting "in the interests of the Ukrainian special services," offered the teenager a reward for committing the arson.
