Malkov Viktor Ivanovich was born in 1959. Resident of Smolensk, worked as a driver.

He was accused of committing an offence under part 1 of Art. 1, Art. 282.2 of the Russian Criminal Code (‘Organisation of activities of a religious organisation, in respect of which a decision has been taken to liquidate in connection with extremist activities’, with a maximum of 10 years' imprisonment). He was in custody from 25 April to 20 December 2019, when he was placed under house arrest. On 17 March 2020, he was released on a personal recognisance (an obligation not to leave).

On 26 April 2020, he died. A year later, on 23 April 2021, the Industrial District Court of Smolensk found Malkov guilty, but was forced to dismiss his case due to his death.
