Mavlyutov Rais Mansurovich, born May 10, 1989 in Kazan, received a secondary specialised education, is married, has no previous convictions, does not have a permanent source of income, lived in Tolyatti before his arrest.

Sentenced under Part 2 of Article 205.5 of the Russian Criminal Code ("Participation in the activities of a terrorist organisation"), Part 1 of Article 205.5 of the Russian Criminal Code ("Organising activities of a terrorist organisation"), Part 1 of Article 205.1 of the Russian Criminal Code ("Financing of terrorism" as amended by Federal Law No. 103 of 05.05.2014), Part 2 of Article 205.2 of the Russian Criminal Code ("Public calls for terrorist activity, public justification of terrorism or propaganda of terrorism using the Internet") to 23 years of imprisonment in a strict regime penal colony with 4 years served in prison.

In 2023, he became a defendant under Part 1.1 of Article 205.1 of the Russian Criminal Code ("Assistance to terrorist activity"). On May 23, 2024, the Central District Military Court sentenced him to 10 years in prison. By partial addition of terms, Mavlyutov was sentenced to 27 years in prison, the first 7 of which he will have to spend in prison, the rest of the term - in a maximum security penal colony.
