Yelena Perepelitsa is a Moscow resident. She has been a member of the Yabloko party since 2017 and, since the same year, has represented the party on election commissions at various levels, including as a member of the territorial election commission of the Maryina Roshcha district.

On 2 July 2026, she was arrested on charges of financing the activities of an extremist organisation (Part 1 of Article 282.3 of the Russian Criminal Code) over donations to the Anti-Corruption Foundation. The following day, the court remanded Perepelitsa in custody.
