Tepsurkaev Salman Shirvanievich was born on 1 August 2001, a native of Chechnya. He was a moderator of the chat connected to Telegram channel ‘1ADAT’ that posted about human rights violations in the Chechen Republic.

He was abducted on 6 September 2020 in the town of Gelendzhik, Krasnodar Territory. There is every reason to to claim that after his abduction he was taken to Chechnya, where he was forcibly detained and subjected to degrading treatment, and that the security forces of the Chechen Republic were involved in his abduction and subsequent deprivation of liberty.

In August 2022, it became known that Tepsurkayev had been killed.
