Ruslan Valiulin, a minor resident of Kaluga, was found guilty of committing terrorist acts for participating in two arson attacks on cell phone towers as part of a group of individuals by prior conspiracy. According to the prosecution, his acquaintance Radislav Kudenkov, acting "in the interests of the Ukrainian special services," offered the teenager the opportunity to commit the arson attacks for a fee. Valiulin was sent to pretrial detention no later than July 18, 2025. The court sentenced him to 5 years and 6 months in a correctional facility.
