Dobrovolsky Valery Vladimirovich, born on February 27, 1958, resident of the village of Zaporozhye in Kamchatsky Krai, disabled person of the 2nd group due to "speech and cognitive impairments", citizen of Ukraine and Russia.
Initially ccused of collaborating with the Ukrainian special services under Article 275.1 of the Criminal Code of the Russian Federation ("Cooperation on a confidential basis with a foreign state", up to 8 years in prison); the charges were subsequently upgraded to Article 275 of the Criminal Code of the Russian Federation ("High treason," carrying a penalty of up to 20 years in prison).
Deprived of liberty since March 29, 2025, placed under house arrest.
