Roman Kuleshov is a citizen of Ukraine and a senior soldier in the Azov Special Purpose Brigade of the National Guard of Ukraine. He has been held in captivity since 26 May 2022, according to available information.

On 2 April 2026, Kuleshov was added to Rosfinmonitoring's register of extremists and terrorists.

On 23 April 2026, his case was referred to the Southern District Military Court. On 13 May 2026, Judge Igor Degtyaryov found Kuleshov guilty under Part 2 of Article 205.4 of the Russian Criminal Code ('Participation in a terrorist community') and Article 205.3 of the Russian Criminal Code ('Undergoing training for the purpose of carrying out terrorist activity') and sentenced him to 16 years and 6 months' imprisonment.
