Mutallapov Vallyam Anvarovich, born on 20 May 1995, resident of the village of Buranbaevo, Baymaksky District, Republic of Bashkortostan, married, father of four children.

On 19 March 2025, he was convicted under Part 2 of Article 212 of the Criminal Code of the Russian Federation ("Participation in mass riots accompanied by violence, the use of objects dangerous to others, and armed resistance to a representative of the authorities") and Part 1 of Article 318 of the Criminal Code of the Russian Federation ("Use of violence not dangerous to life or health, or threat of use of violence against a representative of authority or his relatives in connection with the performance of his official duties") to 3 years and 3 months of imprisonment in a general regime correctional colony.

He was deprived of liberty from 9 February 2024. On 4 May 2026, the court replaced the custodial sentence with a restriction of liberty sentence.
