Ulmasbaev Shafkat Talgatovich was born on 15 October 1983, a resident of the city of Sibai in the Republic of Bashkortostan, a citizen of Russia, a driver at the Bashenergo company.
On 27 March 2025, he was convicted under Part 2 of Article 212 of the Criminal Code of the Russian Federation ("Participation in mass riots involving violence, the use of objects dangerous to others, and armed resistance to a representative of the authorities") and Part 1 of Article 318 of the Criminal Code of the Russian Federation ("Use of violence not dangerous to life or health, or threat of use of violence against a representative of authority or his relatives in connection with the performance of his official duties") to 7 years and 6 months of imprisonment in a general regime correctional colony.
