About the people on the list
After the start of the full-scale aggression against Ukraine on February 24, 2022, the Russian authorities unleashed repression against opponents of the war and those who, in one form or another, spoke out in support of Ukraine.
They are being prosecuted under a wide range of articles of the Criminal Code, and the total number even of those who have been deprived of liberty in connection with criminal charges has already reached many hundreds.
The politically motivated and unlawful criminal prosecution of Ukrainian prisoners of war, as well as the politically motivated and unlawful deprivation of liberty of Ukrainian civilians in the occupied territories of Ukraine, has also assumed massive proportions.
This list contains the names of those who have been deprived of liberty for statements and actions directed against the aggressive war and in support of Ukraine, and who have been recognized by Memorial as political prisoners in accordance with our definition of that term — with the exception of Ukrainian prisoners of war and civilian residents of Ukraine.
Like our other lists, this list is knowingly incomplete: we do not yet have the necessary information on many cases, and its analysis takes time.
